It means that in a rhetorical rant, Hitler was encouraging his followers to believe that the "old world" ashes (death) a world dominant people (Nordic) will rise to world power.

It means that he intended to wipe out anyone of the race that he didn't like. He wanted to kill eveyone who wasn't of Nordic race. (Blond hair blue eyes: which is strange since Hilter had dark hair and eyes) The pure blood suggests that Nordic people would only mate with other Nordic people so there wouldn't be any other kind of people.
