You didn't say how long this tearing has been going on but if it's just been recent I'd take her to see the vet, she could have a foxtail or some sort of debris in the eye that could cause permanent damage. A foxtail can actually penetrate the iris and cannot be seen by the naked eye causing blindness. Another possibility is a nasal infection. If this leaky eye has been since she was a puppy it's possible that she merely has allergies and/or is sensitive to dust...Jack Russel's are pretty low to the ground and she could be picking it up just by play or footsteps.

Possibly, just as other people suggested on here. I had a dog that had eye problems, and after a few days her eye boogers started turning green and she rubbed her eyes a lot and she couldn't even open one of her eyes. She had a thumb claw and actually made the eyes worse when she attempted to scratch them. I got some stuff from the vet that was like a gel that I had to apply in the eyes 3 times day and it wasn't very expensive. My dog hated it, but in time she learned to tolerate it. It was so worth it, because her eyes cleared up in a few days, and I no longer had to give the medicine, which she and I both agreed to! I kept it and when she started to have problems again the next year, I started treatment right away before it got worse. Seemed to be a seasonal allergy thing. Check with your vet, and see what they can do for you. Hope I was able to help! :)

Actually smaller dogs have this common problem. If there is no redness or swollenness around the eyes your dog is perfectly fine. The "tears" are to clean out the eyes from dust, dirt and etc that may get into the dogs eyes. I'm sure that your dog goes outside and there are many things that can get in your dogs eyes. If you are really worried, you can take a damp wash cloth and rub over the eyes to clean them out. As for allergies, if you notice your dog licking it's paws and itching for no reason - then it could be allergies (if over two years old). But, I would say that her case is normal. Our cavalier king charles does this all the time (or german shepard did also) and she doesn't have any problems. We just clean her eyes and the location directly under her eyes where the tears hit to clean up her and she is ready to go. Your dog will tell you when in pain - but I don't think she is. Just have fun with her!

Over-active tear ducts are a possibility. Could also be some debris in the eyes. The Angel Glow product is not to cure over-active tearing of the eyes. Angel Glow is a low-dose antibiotic that kills off the excess red yeast in a dog's system. The red yeast causes those awful tear stains (that reddish-brown staining around some dogs' eyes/mouth), and Angel Glow helps stop that from occuring. I'd see your vet to have your pup's eyes examined more closely and perhaps flushed.

This sometimes happens to small dogs they say its an allergy. There is this powder(available online or at a pet store) called Angel eyes witch helps this to stop occuring. Worked for my dog

It could be conjunctivitis, a common eye infection (pinkeye pretty much). Take it to the vet, it should be easy to treat.
