yeah it depends where you are living, if you live in the country of the foreign language, you learn it faster because you are immersed in the language. But if you learn only from books and CDs it might take very long or forever. If you learn quickly and speak a lot with native speakers you could be fluent maybe in 2 years (but in this case I would say, only if you are in a country of the language)

It depends on many things.
First, it depends on how much time the person is exposed to the target language. Studying five hours a week is obviously going to help the person learn faster than studying one hour a week.

Second, it depends on whether you take any breaks in there. I feel like my Spanish gets "rusty" after about a week. If you learn only during certain periods, and then don't use the language for days or weeks, you might forget some of what you have acquired.

Third, there are other factors, like language-learning aptitude, motivation, the teaching methods used, and so forth.

And, of course, it depends on your definition of "fluent".

Most university programs are designed in such a way that students are expected to be at an "advanced" level of speaking at the end of the second year or the beginning of the third year of study. This doesn't completely pan out, though, except in a special immersion program that I've heard about.

It all depends on several factors: how much you study it, your method of learning, and how much you use it. German is my native language, and I became fluent in English in about four years (as a child). As for Spanish, which I learned much later, I don't think I'll ever become fluent in that language because I don't plan on going to a Spanish-speaking country and I never use it. As others have already mentioned, if you're in the country that speaks the target language, you learn it much faster than from books and CDs.

It depends. Fluent is defined as "capable of using a language easily and accurately." The number of years it takes to become fluent usually depends on how much you study. (For example if you only practice one hour each week vs. two hours each week -- you would theoretically become fluent twice as fast with two hours.) The best way to become fluent is to do "emersion study." That means that you go to a place that only speaks Spanish -- it turns into "sink or swim."

The more you are exposed to the language the better your language will become.
Furthermore; if you really want to learn this language you'll do anything to get to the level of fluency (might only take six months).
Watch spanish series or even children programmes, they are very useful!
Get some CD's and - try to know Spanish people by the internet.
Finally; try to talk to yourself in a room! believe me, i do that in my learning of French, and i'm gradually improving! adios!

the intellect and predisposition for languages (or lack thereof) possessed by the learner, and some say it helps to be musically inclined.
the opportunities to use the language, immersion helps significantly
the method of study
how different the language learned is from the learner's native tongue

Immersion is the fastest way. There are Immersion Camps in Mexico and Costa Rica that are 3 months long. Our pastor went to one. I went the long way which included living in various places but its still immersion. I would take a course and then go the immersion route. You still need to keep using it until it absolutely sticks.
