definition of local technology?

This normally taken to mean the technology available with in limited area where a project is to be taken on. Most often it means limited technology to deal with a project that is usually done with more complicated technology when it is available. Examples might be digging or drilling a well or placing a dam without using large construction equipment, providing electricity for communications without running wires from a power plant (or without a motor driven generator), reducing flooding by channeling with animal power, building with blocks made of unusual local materials instead of gravel and cement, etc.
