My English textbook runs the road sign "10 MPH, NO DUST." I know its literal meaning, but do not know what whole wording mean. Please tell me.

10 miles per hour. Your speed must not kick up dust off the roadway. It is sort of like 10 miles per hour, no wake, that you see for boats.
