What rate would you charge per word if you proofread and copyedited a document, taking into account that the document is written by someone whose 1st language isn't English (so possibly more time consuming than regular proofing)?

When you edit someone's paper, you do not charge per word, you charge per page. It depends on where you live to know what to charge. A dollar a page seems reasonable to me. If you are good, it doesn't take long to edit. Although if you know it'll take you longer, then charge more.
