GIVE SIGNS THAT YOU WANT HIM TO MAKE THE FIRST MOVE...... STARE AT HIM (REALLY STARE DONT TAKE YOUR EYES OFF HIM)... STAY CLOSE TO HIM...... IM PRETTY SURE HE'LL GET THE PICTURE IF HE DOESNT THEN HE IS JUST WEIRD..BUT IF THAT DOESNT WORK THEN YOU MAKE THE MOVE YOURSELF BECAUSE HE MIGHT BE KIND OF HESITANT AND NOT SURE IF YOU WANT HIM TO DO IT OR NOT... AND THAT MIGHT PROLONG THE SITUATION FOR A WHILE AND IT WILL TAKE HIM A REALLY LONG TIME TO GET THE POINT AND YOU WILL GET FED UP AND END UP DOING IT AND IT SEEMS LIKE YOU DONT WANT TO DO THAT......SO HOPE THIS HELPS YOU....

to answer your question if i were in your postion i would talk to him and tell him how you are feeling about him being shy and not wanting to make the first move. Or you could just make the first move because sometimes people are scared to make the first move because they are scared that the other person isnt ready. So either talk about it and tell him that you are ready or just make the move and see what happens.
