Faysal means ''decision'' according to Red House too.
''Resolute'' doesn't sound correct
And yes, although as a word its root is from Arabic language, it is used as a male name in Turkiye.

Oh Lekkerding, so you think Eksi Sozluk gives the right answers all the time eh?
You know the difference between you and me?
I speak & write with reason (and with proper words)
DEAR ASKER:
Faisal means 'resolute' and / or 'authorized' in Arabic.
It's an adjective in fact.
Pls check out :

Used as a male name alright. But the word doesn't mean anything concurrent in Turkish. Probably an Arab firned would give you a better reply.
Asuman dear, please watch your language. I never meant anything harmful. Some people (namely 10) gave you 10 points thumbs-down and you're blaming me for that?
Oh yeah, I use 10 IDs, taking my time and efforts signing on and on all the time just to give you negative points? Does that make you any sense?
Does that give you any reason to call me 'terbiyesiz'... ???
I kindly invite you to be polite and decent. Such bad manner won't do any good.
