Have these people heard of things such as hat,coat,gloves,trousers or even a long sleeved shirt.

Personally, I cant run in the cold without at least gloves and a hat. Your hands and head tend to get the most cold.

But running does generate a lot of body heat, maybe they are so warm from running that they dont need a jacket?

I always over dress in the winter. After the first five or ten minutes, I'm bright red and very very warm. I know a lot of people who start running in big, baggy sweat pants but wear shorts underneath and strip down to their shorts after a while. I know I take off my sweaters and wish I could take off underarmor.

You warm up pretty fast when you warm up. I sometimes begin with a jacket, gloves, and beanie on. As I run and the miles begin to add up, my body warms up and the clothes start coming off.

Bet if you tried it you will feel the amount of body heat that is actually generatted...so much so that if you do wear all o fthose clothes you will probably end up falling out from a heat stroke. Then who would be the idiot?
