I would "rat" someone out if lives were in danger. I agree with the responses about child abuse- I would turn this person in right away. No doubts about it!
Karma catches up with the others- if they think they are getting away with something, the law will catch up with them sooner or later.

Of course it is. consider this, you know someone, you are well aware he is psychotic and has killed and will kill again. Do you keep quiet and let him go on murdering? If you do, you are as bad as he is. Of course you 'rat him out' to save lives. So, the answer is a very definite yes.

but just a few... I rat out the Illegal immigrants, the drug sellers, the gangs and the criminals.

Yes. If someone is going to harm themselves or others you have to. Not only is it the right thing to do, but how could you live with yourself if something happened and you hadn't spoke up.

In less clear-cut things, its often best to let people learn their own lessons without my interference.
If I feel its important, I give the person the opportunity to sort it out themselves. I'll say something like, "so-and-so is my friend, and I know he'd want to know this. I'm not going to lie for you. You've got three days to deal with it yourself, then I'm going to tell him."

When it's for the greater good of society or when it would help the person. For example, if you find out that someone has committed a crime or is harming him/herself, you should definitely inform someone who can help.
If you're just tattling, you can keep that to yourself.

No. Just remember that three can keep a secret if two are dead. Also, "snitches get stitches". I was ratted out once and I think they regret doing it.
