The first time around was a well-executed operation to undermine Iraq's attempts to take over Kuwait. The second time, it was based on exaggerated or fabricated evidence in order to profit on the siphoning of U.S. tax dollars and international loans into the war machine. In the end, the U.S. will suffer and the fatcats will retire richer and more influential than ever.

First time, yes, it was part of liberating Kuwait, second time.... only time will tell, we have to wait and see what the loooong term effects will be.
