You can become a U.S. citizen at any age. If you came to the U.S. with your parents and they're applying for citizenship, then they can petition for you to become a citizen as soon as they get their naturalization certificate.

Edit: In response to Nickv's smartypants answer... I apparently didn't go into enough detail with my previous answer. If you're under 18, your parents can file an N-600 or N-565 application for you to derive citizenship, whichever one applies to your situation. If you're over 18, you can file an N-400 application for Naturalization for yourself.
I don't work for Immigration anymore because my husband and I moved out of the area and the location we moved to doesn't have any USCIS offices anywhere near here.

The minute your born on U.S soil or the minute your born in another country, as long as one of your parents is an American Citizen and he registers you at the nearest U.S embassy or Consulate in that Nation.

As far as immigrant visas, any age as long as they do the right paperwork.

If you are young and have no parents here with you, I think must be 18 to have right to apply for US citizen.
