Toco la guitarra----I play the guitar
Que tocan?----What do they/you(plural) play?
Que tocamos?---What do we play?
Que tocais?---What do you(plural) play?
Que tocas?----What do you(singular) play?
It is TOCAS because for you to answer a question with "I play the guitar" It has to be asking about you(singular)...

Que toco la guitarra means "What? he played the guitar" or "What? I play the guitar", if you can be more specific I'll give you a better answer.
