Cubans are NOT THE BEST CIGARS. There ARE no 'best cigars'. It's all a matter of preference.
If possible I would try to get information on what they like from their secretaries or anybody else that would know without spoiling the surprise.
If you can't do that some I would recommend would be:
* Padron Anniversario
* Ashton
* Romeo y Julietta (red and gold label, says 1875, I believe)
* Perdomo Reserve Champagne
* Carlos Torano Casa Torano
* Carlos Torano Reserva Selecta
* Arture Fuente

These are all good cigars and won't be perceived as being cheap ripoffs. Good luck!

The best cigars you're going to find are Cuban cigars, which are easily available in nearly every country on earth (and both countries bordering the US, if you happen to live there and feel like a road trip). The combination of soil and climate, along with generations of expertise, really does make Cuban cigars the best in the world, hands down.

As for which brands to buy, it depens on what sort of flavours your client likes, and what time of the day he generally smokes. If you're looking for lighter, morning cigars, the H Upmann brand is fantastic. For night-time, lounge club cigars, I would probably go with Cohiba, or for a slightly mellower tone, the Romeo & Juliettas. If he's the sort who wants a heavy smoke, right after a meal, Bolivars can't be beaten, they've just got this thick, coffee-tinged aroma that helps a meal go down nicely. Finally, for a slightly more interesting smoke, the Cuaba brand is one of the few that make figurado (tapered) shaped cigars, which really intensifies the experience.

As a word of warning though: Especially in the US, there are many Dominican cigars that trade on the quality established by the Cuban brand. You are likely to find Dominican Romeo & Juliettas, Bolivars, and others. Do not be confused, despite using the names of the established Cuban brands, they are not the same, and not even produced by the same company. Beyond the name, there is no connection and the quality is inferior.

I'd go with the Hoyo de Monterrey Excalibur 1066. I believe they retail for about $4 a stick, and are very highly appraised. There is a good link below where you can look at cigars, their MSRP's and the ratings (out of 10) given to them by people who have smoked them.

According to my husband (smokes them and reads Cigar Afficianado regularly), Onyx Reserves are supposed to be very good - close to a CUban as you can get with out breaking the law. They are on the high end price-wise but are relatively easy to find.
