i am using public computer, have firewall on it.

You might be able to find something on the internet that lets you type in chines but chances are you are going to have to download something because i couldn't find a program over the internet that doesn't involve downloading software.

You can't exactly type chinese characters on the web wtihout downlooading software. What I usually do in those situations is use translating programs such as google translator or babel fish to vaguely translate what I'm going to say and copy and paste the characters. It's a long process though.
