I would try really hard to figure out a way to strike up a conversation with them and some how work the trash can positioning into the talk. Maybe you could pull the whole "I hope you don't mind" rue - The night before pickup, make a mock bag of trash or something and put it beside your can. Politely go to your neighbor's house and say something about "I know it is an inconvenience, but I have just too much trash this week and I was wondering if you would mind if I put an extra bag beside the can until tomorrow?" This might open the door to what they think is their property and if they "bite" you could say something like "I know what a pain it is to have so little room for both our cans and cars. I HATE to have my can here (whereever it is) b/c it makes it so hard to get in and out of my car." Try to be kind first, then if they still do this - I would put my can whereever my property ends EVERY TIMe they move it.

how many bins are we talking about? do you know for a fact where the property boundary is? and as long as the bins aren't actually touching your door, why do you even care?
it sounds like you don't like your neighbors, maybe there are some other reasons involved (that is understandable) but making a big deal about a minor thing like your trash isn't advisable.
if they're disturbing the peace, trespassing, or vandalizing your belongings, then you would have grounds to take some serious action. otherwise, i'd just ignore them
if they are in fact encroaching on your side of the line, advise them immediately in a diplomatic way exactly where the line is and explain that you need that space for that purpose. Be sure of your boundary lines.
if you're unsure how obliging your neighbors will be, you could begin by bringing them a crappy gift or something to break the ice and then casually bring up the real reason.
since they are renting, if they continue this unneighborly practice, call their landlord and tell him whats going on.

first, talk to the other neighbors to see if you are the one with the 'problem'. if it's not you with the 'problem' and it's your neighbor, this is what to do:
get a land survey company to come show you your boundaries. the neighbors LEGALLY have to pay for 1/2.
the next time they decide to touch your trishbins, put your trash behind their car so when they back out they run over it and have to clean it up (hope you have a babie in diapers).
put 'DO NOT TOUCH' signs on them facing the neighbors' house.
place your trashbins on the street directly behind their driveway so when they back out they hit it. they will be responsible for their own car and for replacing your bins.

You might want to try talking to the neighbors first. If this doesn't work you should try getting a hold of the property blue prints. It should tell you how much space you should have around your home even if there is no fence. Contacting their landlord might also help. Remember to be calm. It might not be a problem with the property. It might be that for some reason they don't take a liking to you.

Wow almost same problem as mine. I live on a culdisac with 4 homes.
Well our neighbors drive way faces the other side while ours is directly in culdisac. Well anyways he lives by himself , we have family of 5 all with cars.
He has 3 cars 1 he puts in his double car driveway and the other 2 on side of culdisac right by our drive way and if he has to use one car thats parked there he'll wait til like 3 in morning when everyones asleep and move the cars around so no one takes the spot. It's hard for us to back out. We talked to him but he said the people who lived here before didn't mind so leave me alone.
Well we called home association and it was settled. To make long story short CALL HOME ASSOCIATION every neighborhood should have one.

If you want to live in peace with your neighbor, you must communicate with them. Be polite but to the point. If you don't talk to them, you're in for a miserable existence as long as you both live next door to each other.

I would talk to them politely and say your peace, after that then consider other options like the letter, but the police seems rather drastic

i would talk with thier landlord, maybe they are unaware of the boundries to their property. review yours, just so you know where you stand. if all else fails, start moving their trash to where it should be....
but at the end of the day, is it worth falling out about where you put the trash at the ends of each week....
