Food companies and candy companies don't want the publicity, if you return the offending box of candy to the Public Relations department of that company I am sure you will hear from them. They will be at your door bearing gifts so to speak.
However, if the candy is imported from overseas, the importer more than likely don't give a hoot about the quality, he just buys and sells. Contact the FDA if you are in the USA. They have a whole bureau set up for this kind of stuff. In Canada the ministry of Agriculture will handle the complaint.

The best thing to do is to send a Certified Letter to the company. Use the internet to find out where to send it. Most respected companies have a Consumer Affairs person that deals with these problems. Many years ago I found what looked like a fingernail in a cake. I wrote the company, and they sent a Company Rep to my home with a written apology, a stack of cakes, cookies, etc.; and a handful of free coupons.

The address by law will be on the box. Write them a consumer complaint letter explaining the details and give them any codes on the box.
They will get back to you in time.
You are correct not to sue in this case.

Your right to not sue, you should contact the Board of Health to get the company to have an inspection in their candy factory. Good Luck!

if it was just inside the box, there really is nothing you can do to prove that it didnt come from you or your home, but if it was actually inside a wrapper or a pice of the candy, then you have a legitimate complaint. not saying that you dont have one now, but it would be more serious if it were inside of a wrapper. but i would suggest contacting the store where you purchased it from.

I don't blame you for not wanting to sue, that would be childish. Take it to the Dept. of health.
