Depends who "us" is. Right now his hand of blessing is over the Gentiles, because Israel rejected their Messiah, Jesus, when He walked the earth. So for the last 2000 years they have been getting "spanked," as you put it.
However, God promised the Israelites that he would make them a nation again (and he did, in 1948), and they are finally coming out of the desert (so to speak). He still loves them (that's why they're still here), but they have been getting disciplined for the past 2000 years.
