Software available to allow me to take a digital photo file such as a .JPG and create a CAD file from it?

I'd like to know if there is software or some other way to take a digital photo file (i.e JPG or TIFF file) (for example, of a flower) and convert that file into a CAD file which could then be outputted to a machine that would then be able to print out a 3D version of that flower.

They sell smaller cubes at the doller store...and for another dollar you get the disco light to set it on..;.and another dollar for a pack of batteries.
I scan things and insert them to AutoCAD and draw around them... but i don't have a 3D printer.
