You mean Salmon lox, right? It is smoked. The smoke cooks it.
Cooking is just a chemical reaction, it can be caused by heat, or by other things, like smoke, or microwave radiation, or even acid. (Very delicate fish can be "cooked" by marinating it in vinegar or lemon juice.)
