They have two eyelids. The outer lid that we all readily notice and the nictitating eyelid, a transparent second lid. This protects the eye from the freezing air as well as dirt, twigs, and other objects that could "put an eye out".

BTW, birds aren't the only ones with the nictitating eyelid. You can also observe them on a shark, dog, cat, most other mammals -- and -- humans. Our second lid, however, is atrophied. You can see the remnant of it in the corner of your eye. See that little pinkish dot in the inside corners. THAT'S IT!

Birds have an incredibly high metabolism; this enables their eyes and feet to stay warm during cold weather, even in flight. Their core temperature is high enough that the small amount of blood that goes to their eyes doesn't cool off enough to allow their eyes to freeze.

Same reason your eyeballs don't freeze walking around in the same weather.

Birds are warm blooded.

just like us birds have tear ducts that store salt. when we cry our tears are salty right? the salt keeps our eyes from freezing as long as we can open and close them. animals are the same way. when it snows, salt trucks drop salt on the road to get it to melt faster. With their body heat, opening and closing its eyes, and constant movement, that is what keeps them from freezing up.

the same way that the bird itself does not freeze....because of its featheres around it and its eyelids keep it mousturized properly so it wont freeze...
