my laptop charger output is 19V 3.16A. can I use this solar panel to charge my laptop? If yes, how long will it take?

if you use a solar panel open circuit voltage 21volts like a 36 cell
solarmodul and min 3 amp current it must works! maybe a capitance like min 5000uF between +- is recommend that the voltage regulator in your note book start up! some laptops charge only with full sun, others on cloudy heaven. while charging, its better if you doesn't work with your lap! time in full sun will be
2-8 hours, small akku short, big akku capitance long.

You can do it with a solar panel but it have to be very big and you'll need a voltage regulator to go with the panel. You have a little over 60 watts which will probably cost about $500 in solar panels assuming you have no clouds and live at the equator.
