Times upon,there was many cities like this.For example the Termessos near Antalya...Education Center but every time lived in peace,never destroyed with a battle.10 or12 000 Gratuated persons can built own imaginable City again....

Not only it is possible, but it is necessary also!
Cities like for tourism, including special features, etc. would give a boost to the locality of the project, and beyond!
How come and you have such an idea? Some time ago, I was thinking the same but due to other projects we selected differently!

Oh yeah there was a song back in 1987... performed by Starship (from the Knee-Deep in the Hoop-la album) whcih is called "We built this city on rock and roll"

Don't think that it is possible in Turkiye anymore. Why don't you go to Emirates and buy an island from there. It would be very convenient for your plans.
