It resembles something from the cabbage family, only the leaves are purple at the edges. I wish I had a photo to show you. Sound familiar? Anybody know what it is, and can you provide me with links to picxtures, so I can verify this? Also, (and this is the whole point) is it safe for homeless people, whom I have seen eating it?

If it looks like a cabbage then it probably is one of those ornamental kales or cabbages. That's just a guess because I don't know what part of the world you are from. And yes ornamental cabbage is safe to eat. I included a link to a picture below.

There are many types of ornamental Cabbages and Kales.
They should not be toxic.
