I was online reading up on the tax details and I was wondering if there was a web site to check out if you owe any back taxes to the irs or one to look up to check out for state taxes?

No you must call 1-800-829-1040 and talk to a representative who will verify your identity and then access your account to confirm whether there is a balance owed or an offset on your account.
To check for offsets call 1-800-304-3107

I would go by what Rob, above, said. They keep track based upon your social security number, and they're not allowed to just publish that number on their web-site.
