Fastest should be the liver It can regenerate itself in just a few months.
Slowest would be the eye: a baby is born with eyes that are 3/4 of the size of an adult eye, this does not give much growth rate for the following 15 years or so...

In my personal experience, the penis is the fast growing organ in the human body. The slowest growing organ would have to be the brain. I'm 33 years old, and I'm still as dumb as a rock.
