In Matthew chapter 13 verse 58 it says
"And he did not do many miracles there because of their lack of faith."
"there" is his hometown of Nazareth. It does not say that he could not do miracles it just says that he did not. And I hope that answers your second question as well.

There are no times in which Jesus could not perform miracles.
However, there are times in which Jesus made a choice not to perform miracles.
Jesus' miracles are all around you, open you eyes.

No, the reason is b/c more and more people are turning their back on the Lord. This country is quickly becoming a Godless, faithless place. We will be snuffed out eventually

There were gospels written about Jesus using his "powers" for mischief as a youth...and that he spoke when he was born...These were left out of the final edition.
