Actions is a set of instructions that will repeat your actions.
For example, if you have 100 color images, thats are 4"x6", and 300dpi, and you want to make them grayscale, 2"x3", and 72dpi.
Thats alot of work doing them all individually.
So you create an action.
You start to record the action, do your changes, stop recording the action, and name it.
Now for each photo, you want to reduce the size, reduce the dpi, and change the color, you just "play" the recorded action. And it will do all the work for you.
But, you have to have the image open before you can run the action.
Ive even made an action where it will also close and save the file into a certain folder.
So I would open all my images, and hit play, play, play, play, etc. until all my images were changed.
Of course the action I described is a very simple example.
Play around with it, and you'll get the hang of it.
