Try to think of something that she really likes and if you know her well, you will know what kinds of things she likes. Think of what sports teams she likes or music she likes and get her clothes with those on them. If she gets her nails done, manicure/pedicure is always nice or put money on a tanning package if she tans. You could also write her a poem in a very pretty valentine's card but if you don't know her that well, roses and chocolates are also very great on valentine's day.
The gifts with the thought behind them are the ones that really count.
I don't know how old she is but to me a carton of Marlboro and a bottle of Crown Royal would be the perfect gift. Because I definately could use it and will use it! LoL!

Flowers die, chocolates have calories, cards are...well, just cards.
IMHO, I would buy her a gift certificate to a spa...give her a day (or even just an hour or two!) of pampering and relaxation. It doesn't matter if she has children, a hard job or a lot of stress, I don't know of any woman who doesn't like to just get away from it all (for a while, anyway).

flowers definitely...they last longer than chocolate, don't make us fat, and are easy to show off. but don't just hand them to her; get them delivered to her work or w/e...it makes a difference.
then maybe a romantic outing or something, depending on how long you've been together.
