It happens because you either did not UNINSTALL or INSTALL the software properly so there is still traces of it on the system in your registry. You can use a registry cleaner to fix this. Many are available for free on the Internet.

Sure, there are ways. However, since you did not even tell us what "program" that was, it is hard to offer a specific fix for an anonoymous program. It could be that you are trying to install Adobe Flash Player, for example, that is required for some sites to run. Or, Adobe Acrobat for a pdf file. Or, a text editor, such as Word or Open Office needs to load certain programs to run.
Also, a search does not guarntee that you dont have that program, for several reasons:
1. Windows "hides" files, and hidden files may or may not be included in your search.
2. You mispelled the search and it couldnt find it.
3. The program is renamed, or corrupted, by either you, hardware/software failure, someone else who uses your computer, or a hacker.
4. You are looking in the wrong directory. For example, if your hard drive is partitioned, or if you have multiple hard drives, the search will probably default to search just one hard drive and it could be on another.
5. You have just plain been hacked by a polymorphic virus that causes strange things to happen.

Perhaps other programs depend on it to function properly
