The older dog is establishing that he is dominant, he was their first, and he is in charge. You don't have to stop him from doing that, it's just nature and he's not hurting him, that's what all dogs do in a situation where a new dog is presented to the household.

I am not an animal expert, but I have two male dogs. According to my vet, humping is a sign of dominance. So, most likely, your older male dog is trying to establish himself as the Alpha dog.
