I'm a girl and sometimes I do that to get a guys attention but its not all the time like that. Sometimes when girls play with their hair we do it so often that it's kinda a bad habit. Talk to her about it.

I tend to do that alot and its cause trouble. If this girl is someone YOU are attracted to, be flirty with her, if she twirls her hair, or butes her lip, or anything like that, chances are she might be interested.
