No, its not abnormal. Usually when pups would nurse they pad the moms belly to help the milk flow and when they nurse its relaxes them which makes them feel secure and warm. When they get older and still suckle they just are showing the security feeling they had as a little one. My daughter had a Boston Terrier that would pad you a cat while sucking a blanket, toy or anything that fit comfortable in her mouth. Its just like when we have secutiry issues, a special blanket, sleeping one way in bed, going to a special area when you want to feel better and so on.

I once knew a cat who had to be picked up 2 x a day and allowed to sort of suckle on your shirt- maybe pets, like people, have trauma's in their childhood that cause them to seek this kind of comfort. I think as long as it is not completely obsessive (ie she does it for hours/days at a time) she will be OK.

Did you adopt her as a puppy? If so, how old was she? I agree that she just has a bit of an oral fixation because she was taken from her mama too soon. I once knew a cat that would suckle his right paw when he was brushed. It was quite cute, actually. She isn't mental. Just coping.

I had a male kitten who suckled on the older male cats nipples (or where the nipples would be). This contined until I moved with the older cat (the kitten was my roommates). It was funny how close these two male cats were.
It is normal thought. Just like humans animals have weird attributes/tendancies

I think it's pretty normal. dogs can be weird like that. i had a dog who used to suckle on her fav blanket like that. and even funnier, she would wrap her front legs around it & hump the blanket if you tried to take it away. I wouldn't worry, just a quirk.
