When it is between direct relatives (sibling, parent, child, cousin) or between anyone and a minor - unless both minors are the same age (within a year or so).

Technically "love" is never inappropriate. Now if you are talking in love, then it is inappropriate when the person is a minor (under 18) and the other person is over 18; when the person is married; and when it's someone in your family.

What type of love? For instance I love my dog, but I'm not in love with my dog.

I love a friend of mine, and she's married. I don't think it's inappropriate because I only love her as a friend.
