Right Click on the Taskbar (not the Start Button)
Select Properties
Go to the Start Menu tab
Switch to the "Start Menu" rather than the Classic start menu

Go to the Display Properties, under Control Panel (or right-click on desktop), choose the appearance tab, and change "Windows and Buttons" to "Windows XP Style"

Personally, I prefer the classic windows style, but there's no accounting for taste.
Right-Click on the Desktop, and select the Theme you want to use. You probably want Windows XP Theme, but are on Windows Classic.

On your desktop (wallpaper), right click and go to properties. Then select Appearance : in the first drop down select Windows XP as opposed to Windows classic.
