I need to get her into the D.E.E.R.S program ( health Insurance)
Since my Ex doesn't care to do it, how can I sign her up for it, myself?

Call the nearest active MC base and ask for the family support co-ordinator. They can get you an appointment with the proper people. You'll need to bring all your paperwork to include your marriage and divorce paperwork and the childs birth cert. What kind of man would not take care of his daughter? Personally, I'd call his 1st Sgt. or Sgt. Major and talk to him, I'm sure they would LOVE to hear that one of their Marines is sadly lacking as a father.

Look in the blue pages of your local phone book for veterans service commission and give them a call with your question concerning this and they can steer you in the right direction or provide the help you need . I believe he would be legally obligated to carry health insurance for her , as a former divorced father I was , so I would certainly give them a try first , they can be very helpful there. You must contact the Personnel Administration unit where he is stationed and give them all the information you have. Birth Certificate, marriage certificate, divorce decree, and they will list her as his dependent. After that you can go to any military post and get her an ID card which is all that is required for Tri-Care Insurance coverage.

He has to do it himself unless he has given you a power of attorney to do it. I was just in the ID section at work and someone was in there trying to get his daughter an ID card and his girlfriend didn't give him any sort of paperwork, so he couldn't do it.
