Over 13% tends toward the grapes Zinfandel and Grenache.
Zinfandel can be superb or quite metallic so taking a risk for the lower price range.
Grenache however is a completely different story. Peter Lehmann's Wildcard Grenache is top dollar at @ £5, BUT don't neglect the Spanish versions either. Known as Garnacha in Spain, you can find some beauties, especially from the Navarra region, they are well worth having a looksy.
The Mediterranean region of France abounds with vineyards that grow and bottle Grenache so give them a look as well.
If you are in the UK take some time to go to high street specialists as the supermarkets don't really employ on shop level to take you through their range, and might not even know which grape is which.
If you want a Shiraz, try the Cotes du Rhone in France there are plenty.
Remember keep practicing and things can only get better.
Top Tip - Grenache anywhere between 12.5 % - 15%

Can't go wrong with French Red Wine
Beaujelais is very nice and tasty (~$12 Cdn)
I've had good luck with wine from the Bordeaux Region for a similar price.

Australian Shiraz is a great pick, lots to choose from in that category.

This highly depends upon how you define cheap. This also depends upon your taste preferences. Red wine varies highly depending upon the wine varietal and wine making process. Wines can range in price from $2 to thousands. Nevertheless, a a tasty inexpensive Zinfandel (not white Zin) is Rosenblum Zinfandel. There are several offerings but some are in the $12.00 range. Gallo of Sonoma offers a Cab for about $10.00 a bottle.

My argument has consistently been that maximum folk don't be conscious of the diff b/w a marvelous wine and a prettty good one, so there is no longer quite some evaluate passing some ridiculous quantity. For fifteen money or much less there is quite a number of especially good wines my ideal 2: Barefoot Merlot. it is approximately 5 dollars and plummy and chocolatey. pink Bicyclette Shiraz. that's a heartier wine and around ten dollars.

I don't know about the %'s you are looking for, but Charles Shaw (aka "2 Buck Chuck") is a pretty yummy and very cheap wine. Check you local Trader Joe's.

Lindemans Bin 42. Less than a fiver a bottle from Sainsburys and very easy to drink.

2003 Columbia Crest "Grand Estates" Merlot
(not "Two Vines" -- it's OK, but the Grand Estates is much better)

Highly rated, under $10.00, might not be 13%, but 12% instead. One of my faves. The 2001 is even better if you can get it. (Don't buy the 2002 -- bad year.)

If you want "cheap" -- 2 buck Chuck (3 buck Chuck outside of CA).

just bought yellow tail cabernet sauvignon (australian) for $6.99 at the wine shop. It is a decent wine and at the price, why not?

im having a glass of La Riada garnacha tempranillo at the mo. it costs £4.99 at victoria wines, and if you buy 2 you get the 3rd one free! works for me lol. i tried it cos it got 8 out of 10 at last years wine challenge, and its really nice, and 13%. another one i like is porta cab sauv carmenere, its £5.99 from vic wines too, and again on the buy 2 get 3rd free.
