As a mother of a 2 1/2 year old girl, I would like to help you out.
My daughters favorite birthday toy at 1 was her ride on care bear vehicle. You push buttons and it sings, care bear songs of course.
Most one year olds like things they can climb on, ride on, make noise with, or snuggle. Board Books are great too!
Clothes are practal, but not fun. If you are going to get clothes, make sure you put a toy with it. like a nice board book.

As a parent I can personally attest that anything that keeps their attention is great!..For example, something that makes noises like rattling paper and horns..Parents will always appreciate something educational or something that will keep their child occupied,,if only for a couple minutes... Here are a couple ideas that aren't too expensive:

My daughter turned 1 last October and she loved building blocks, wooden puzzles that have the tabs on them to make them easier to pull out, Wiggles DVD, a mini sofa chair for her to sit on, a sorting toy that has different shapes and colors and you have to match them up with the others. One year old is a fun age and they are not very picky. Just be sure that whatever you get her, it is safe for her age group!

1 YO are so easy to please. I went all out buying my daughter fancy neat really cool things and my Mom gave her a ball or something realy plain and ordinary she love it more than all the other stuff I got her.
Find a pretty ball, or anything that makes noise. If you don't like the parents buy her something really noisey! LOL
Think simple when shopping for a little one, they'll enjoy it more.

Can you ask the mom what she's into? My niece, thought she was into dolls and then found out that she was in an animal phase and bought her like a pound puppy... went crazy.
My son is one. He loves Elmo. He says "Elmooo"
Also in asking the parent you can always find out if she has too mnay toys and won't appreciated it and needs clothes instead..
Also my son is really into Sesame Street, Baby Einstein DVDs. Is she into that?

bath supplies: lotion, soaps, bubbles. Kids get way too many toys. I'm sure the child's parents will appreciate any "non-traditonal" gift that will benefit the child.

board books are great and all kids love them, also little ppl are a hit, my one yr old loves them.she also enjoys pushing around baby strollers. or get her the fisher price bouncing zebra. girls are simple to buy for
