I will agree with Ruth for the most part, but it depends on what the material is. For instance, What if material the artist used were Bible verses? For example "To everything there is a season...and a time to every purpose onto heaven". This does not require expresed copyright permission. Phrasing that is commonly used neither requires permission, nor does the usage of lyrics that become a common phrase. Additionally, if the use of the lyrics have no discerable relation in value and are not recognised by their pretense to be of any relation to the original material. Other than these exclusions, you must seek permission of the released material. Usually the publisher handles this. eg. you would write to Epic Records if the album was on the Epic label. They would handle it for the artist from there
