She is probably unhappy at missing a regular occurrence, something that interested her. I suggest putting a bird feeder in the area! She may still miss the dog, but she might have only been interested in the action -- and birds coming to the area will certainly interest her (and distract her from missing the dog).
To get the birds to the feeder faster, scatter birdseed around the area -- on the tops of fences, on the nearby windowsills.
Give her extra attention yourself, too. Distractions will help her move on, and love from her person is always a good idea.

Aww that's so sad. Try to get him a new toy or a new dog to tease. You could play with him and distract him. Maybe a new neighbor will move in with a dog.

Well, I think you probaly could get another dog, because she probaly liked playing with the dog or just liked to agrivate him. So, I think all you need is just another dog and a xtra dog pen. GOOD LUCK.

Buy your cat a beanie-baby dog that looks similar to the dog. your cat's mother instincts will kick in and she will take care of her "Special" friend.

She'll get over it eventually. You "could" get a puppy for her. Maybe a Yorkie, you know {small}. I'm lucky that my Stimpy loves STUFFED animals.
