I also have another male dog, but had him first before the jack came to live with me. He goes out frenquently and goes for walks also. Any reason for him to mark in the house and how do you stop him from doing this?

if the dog was fixed as a puppy, they dont usually do that. but if they were fixed at age one or more, they may have already had the habit of marking territory. that habit will continue even after being fixed.

In general, it depends on when you had him fixed.
If he was marking a while before you had him fixed, then, getting him fixed won't necessarily stop the behavior.
6 months is maximum. But, Russells can be very territorial, esp. if they don't get enough attention--which is true in my case.
Then, you have two male dogs: yes, he is marking territory, and, there is a fight for who will be dominant.
I think, I am just getting to know Russells from my own, and, others' comments, and it seems that Russells are VERY stubborn about this, and don't like it when ANY other dog is dominant. I think this is just one of their traits; but they are wonderful dogs !
Do you walk him enough ?? If either of my dogs aren't walked enough, then, they will start marking in the house.
Russells do need a space (large) to run around in (and be bouncy, bouncy, bouncy) but, walks are important if they are marking.
Oh, also, and I found this out when I got my first dog neutered: it takes about 6 months!! for the hormones to completely get out of their system. So . . . it is a wait !

JRT's are a very dominant breed. (I have 2) it's usually not a great idea to have 2 males together, because it creates this type of behaivior.

Make sure he is getting enough excersize, also make sure that you are not favoring one dog over the other. I know you stated that you had the other dog first. Make sure that when you are giving "treats, praise, food...etc" that you are not always giving it to one dog first. JRT's get very jealous and will start acting out if they feel they are not #1. Seems to just be territorial. I have a persistent marker.. I had to go and purchase a belly band for him. I only make him wear it when I'm not home.

They make them in all sizes, washable, and some of them are actually cute.

There are many different sites that sell them, I found that the ones on http://www.kennelkomforts.net work best.

do you own your house or rent? the reason i ask is if you moved in and dogs lived there before he could simply be marking his territory he could feel threatened with another dog's scent in the house
