I don't know if she likes me.

She leaves tommorow and won't be back until like the 20th.

I wanted to send her at least a card. But if she won't get it until after Valentine does it have the same impact.

The best thing you can do is act fast. Get her that card and some other small gift (teddy bear? flower? chocolate?) and give it to her BEFORE she leaves tomorrow! Give it to her in person, and tell her you wanted to give her something to think about while she's away. Play it cool and don't ask if she likes you. Your gift and thoughtfulness at giving it to her before she leaves will tell her that you like her, and then the ball will be in her court. The only problem is that you may have to wait until her return to find out if your feelings are returned! Best wishes and Happy Valentine's Day. :)

It should have more of an impact. The fact that you took the time to send her a gift to make sure she has a happy valentines day would show her that you really care.
