You can tone the area for a smoother appearance but you cannot eliminate it. Yes, even if you had 10% body fat, it'll still be there. The only method to eliminate cellulite is liposuction and even that's not a complete guarantee to remove all.
Don't fall for the creams and other gimmicks to remove it. You will waste your money. There are no proven methods which eliminate it. Those who say there are are in denial and/or psychologically view an image more pleasant for them.
Also keep in mind, women who are working hard to remove cellulite are trying many methods and usually the main method is exercising. When they try a cream, they may see a smoother appearance and relate to the cream when in actuality, it's the exercise.

Despite what you may have heard, cellulite isn't caused by the fat itself, it's caused by a weakening of the connective tissues under the skin, which allow the fat to bulge through, causing dimpling and lumpiness.
Yes, it's true that the less body fat you have, the less fat there will be too bulge through, but lowering your body fat to extremely low levels just to help cellulite is unnecessary and you are not treating the true cause of the cellulite, which is the weaking of the connective tissues.
There are two cosmetic treatments that have been proven to help cellulite and these are Endermologie and Mesotherapy. These treatments can definitely help, but need to be repeated indefinitely to maintain results.
As it stands, you have 23% body fat, which is considered to be ideal. If you do continue to lower body fat, you have to ensure that your lean body mass is at least maintained. If your body fat percentage drops and your lean body mass becomes too low, then this is not healthy. A low body fat percentatge is only healthy, when you have a reasonably high amount of lean mass.
I personally don't think losing body fat is the answer, as even at extremely low body fat percentages of 16%-20% you may still have cellulite and it will be very hard to maintain such low body fat levels. I certainly wouldn't recommend going below 18%-22% body fat, unless you are hoping to start competing as an athlete or competitive body builder.
