my administartor has set my back ground picture to some rubish picture of flowers and has made it so i cant change it to enoy me and has removed the right click comand on the desktop is there a way for me to change it ( i also cant get to controll panle ) also i dont care about the risks involved

When you browse and like a picture, select the picture by either hightlighting it or click on it then do a Shift + F10, it will open the right click menu

If your admin knows what he's doing you will not be able to change it. If you don't care about the risks, you must not like your job - quit and go find one where they allow you to change your background.

right click a picture on the internet and hit 'set as background'

I had the same problem but you can change it using desktop architect, you can even put themes, here is the link:
