I like to have 2 packs of under shirts / onesies. You only need a couple of bottoms because you can mix and match them with different shirts. But get as many shirts as you can. I would say maybe 12-15 shirts or more. So he doesn't have to kept wearing the same shirt. He will always look like he is new things. But you wont have to much that you feel that he didn't even get to get the moneys worth for the outfit.

When we go to buy for a new season we buy enough for one and a half weeks, about 10 outfits. We do this because our kids are 4 and under so we need those backup outfits. At first we bought them a lot more, but like you, we had outfits that we forgot about and never used. Then as time goes by we buy them a shirt here and new pants there. So they still end up having too much clothes! LOL!

My daughter is only 2 1/2 yrs., so from my experience I would say have enough clothes for one week. You have to account for any accidents or messes, often you can go through a couple outfits a day. I say enough for one week (one for each day), roughly as a guideline. Since with kids, I myself usually do her laundry 2x a week, but you need enough clothes so if that doesn't happen your child still has something to wear. Mix and match clothes are helpful, often we buy too many individual outfits, where if the shirt or pants don't fit or get messed up, you have to change the whole thing. Mix and match is easier, since you can interchange the items as needed.

7-8 outfits per stage only because they grow out of them so fast as babies and toddlers. 7-8 should be enough if laundry is done once or twice a week.

Hmmm I really don't pre-shop. I just shop as I go along and we get presents sometimes with bigger sizes and I put away in drawers clothes for different sizes.
Any extras that they don't wear... sell it on ebay and at least make some money back to buy more :)
