There will be hundreds of thousands of saved christians to rule over; If you look at the first paragraph of 1Peter, who is being addressed?
Gods election. Not all peoples are of the Elect.
The elect will be priests (meaning they will teach, etc.) there.
The election were chosen in the previous earth age, were judged there, and are the only group on earth today who do not have free will.
Not because they are better than anybody else, its just that they earned it in the previous age.
How? When satan rebelled, and the great war was on, these were the group who stood firm on the side of God, never faltering.
They earned the right to be the election of God.

Those remaining on Earth through the Tribulation who have accepted Jesus as Lord and Savior. He will set up a 1000 year kingdom on Earth.

Rev 20:4 And I saw thrones, and they sat upon them, and judgment was given unto them: and [I saw] the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received [his] mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years.
Rev 20:5 But the rest of the dead lived not again until the thousand years were finished. This [is] the first resurrection.
Rev 20:6 Blessed and holy [is] he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years

Read Revelation 20. They reign during the 1000 year millenium.

The Almighty YHVH created this world very good. Once man sinned, he could no longer meet the requirements of YHVH. Because of His great love for man, He sent His son the Savior. The Savior's name means YHVH is my Savior!--YAHOSHUA! The only way one can have his sins taken care of is to invite the Savior in to carry them. If a person chooses to remain attached to their sins, they will be consumed in the cleansing fire the Almighty will send to cleanse this world so He can make it new! How could the Almighty be more generous?

when Jesus Christ soon returns, He will defeat the forces of Satan and Jesus will establish a 1,000 year reign on the planet earth. God's children, those who believe in Him, will rule with Him in all positions of power and authority.
