My husband ate a bag of those soy/rice chips and started to have a reaction. I thought maybe it was the seasoning he was sensitive to, he did eat the whole bag. He is also allergic to chic peas which I believe are a legume like peanuts.

It is possible if you have a peanut allergy to cross react to everything in the legume family as well. Peanuts are a legume, not a nut like so many people think. Chic peas are also a legume. If your husband reacted to the chips then he should definitely not eat them again and to be on the safe side should probably stay away from everything containing soy.

Check the ingredients on the package. Just because there aren't any peanuts in the bag doesn't mean they didn't use a peanut oil or peanut as a spice or additive. He could also be allergic to soybean. Get him an allergy test from his doctor to rule out other allergies.

a person could have several allergies. there is a test called the scratch test wherein the doc specifically an allergologist doctor will scratch several things on the skin and it will determine food, medication and all allergies. it really helps for allergic persons. then he will give a maintainance medication that to take in case any allergic reaction will arise. :-) allergies could be dangerous but they are very manageable once you know what you are allergic too. :-) God bless you. your husband should get this test. it's usually available on with an allergologist doctor and in some hospitals too.
