Exfoliate the area, then shave, wax etc. When the hair starts to grow back and you notice a little red bump with a hair growing out, pluck it with tweezers. It will be normal after that. Works for me.

Develop a habit. Exfoliate, exfoliate, exfoliate! Try exfoliating gently every 2 days after shaving, waxing.
Good homemade exfoliant:
Grind some rice in grinder into coarse grains, add a tablespoon of honey, mix with some milk and make it into a paste and scrub away. Rice is a great exfoliant, honey is a good moisturizer and milk soothes the skin.

Try a product with salicylic acid like Tend Skin or a toner.
Use an exfoliating towel or poof with a moisturizing shower gel daily.
If you are wearing stockings or knee socks, try wearing footies with your shoes instead. Hoisery, leggings, spandex excercise wear could be aggravating the situation.

The best way to deal with in-growns is first to prevent them. You can do this by mousterizing your body after a shower or bath or daily. When you take a shower get a loofah and go over the areas you are prone to in-growns. You should dramatically see a difference if you do this daily.
