It's called a collective noun and there are plenty of examples in English: pants, clothes, shorts, jeans, etc.
Often there is some kind of implied plurality: scissors have 2 blades, pants have 2 legs, etc.

It's actually a "pair" of scissors ! hence the plural, meening two ! I gather the scissor hands would be offcoarse BOTH blades ! We don't say can you pass the scissor hands as you need both scissor hands for the device to be effective ! Nice One.

because the two sliding blades were originally separated. But because ppl almost always used them together, newer models had them screwed together, which is today's usage.
