If you have your own PC, turn OFF your Norton Antivirus First to download your needed software, or download the flash player from adobe.com, because it is a reliable download site, and I think Norton won't block it because it has a virus.

Or if you're trying to download the flash player in an internet cafe, and your rights are limited, you can't, unless you'll asked the staff incharge that you need a flash player for the PC that you are using.
